. According to the public perception, regulatory agencies are the watchdogs that protect the public interest in a particular aspect of our political, social and/or economic lives. The evidence tells us that regulatory agencies have turned out to be the people's nemesis -- nothing short of the devil in disguise. We say this because government agencies sooner or later, become dominated, controlled and/or literally taken over by the people they were originally intended to regulate. This brings us to the age-old question, "If regulatory agencies don't work, then why are we still using them in the exact same form and structure that doesn't work? See the footnotes, Why Use Them, for an answer to that question. Rather than focusing on the negative, let us show you a better way to protect the people form crooks and con men and to enhance the public's well being. That's what this web page is all about. |

. One of the first steps in solving this or any problem is to analyze the problem and determine its cause or causes. Regarding those whose behavior is unethical, predatory, and/or on borderline of being illegal, what are their behavioral motivations. What is their prime motivation? Why are those facing regulation so intent on not being regulated? What do regulations do? What's the bottom line? What drives the people, the corporations and the industries to engage in businesses in such a manner that they need regulation. For answers, we again, we go back to the same basic rule about life on Earth today, "If you want to know what's really going on in the corporate world, follow the money trail." Over and over again, the money trail leads us back to the same answer: "Short-Term Profits at Any Price." . |

. Regulations: Regulations, in their present form and structure, tend not to work or they work rather poorly. Why? Because, as we noted above, those being regulated control those doing the regulating. This means that "doing more of the same" and "doing the same thing harder. isn't the answer we are looking for" What about de-regulation leaving the business world to regulate itself? That has turned out to be the business version of hiring an alcoholic to guard the liquor cabinet, so that's not a viable option, either. Can we change and/or fix the present regulatory system? Not likely. Why not? Because no matter what type of external pressure you put on corporations, none of the external solutions address the core problem -- "Short-Term Profits at Any Price." Behavior Modification: What do the traditional, basic rules of behavior modification tell us? The traditional approach is Reward or Punishment / The Carrot or the Stick; Punishments: External pressure, such as violence or threats of violence by government agents is very expensive and time after time, it has proven to be ineffective. Where public safety is concerned, laws backed up by threats and violence are necessary, however, regarding the private, personal behavior of consenting adults, the use of threats and violence is repugnant at best and fascist at worst. Financial fines may be a deterrent to individuals who don't have "deep packets", but for corporations, fines simply don't work. Why? Because they are set so low that they're considered, by most corporate executives, to be just one more cost of doing business. You should also be aware that corporations don't pay fines. They pass the cost on to their customers who pay higher prices for the products they buy. The bottom line on corporate fines is that they are an illusion. They're part of the corporate public persona, intentionally designed by The Powers That Be to gives people the impresion that the government is protecting the public interest. Rewards: Rewards sometimes work, depending upon the specific conditions and circumstances. All too often, the rewards for unethical or criminal behavior far exceeds anything that rewards for ethical and legal behavior can offer. For example, is it any wonder that a black teenager in the ghetto with little or no guidance, assistance, care, or opportunity, prefers selling drugs rather than working for minimum wage at a job that offers him all but zero opportunity for anything but a life of menial labor. The same principle shows up in the banking and financial world. People all-too-often, receive huge financial rewards for behavior that they know will almost certainly produce devastating future consequences. Internal Feelings: We also must consider the internal feeling that a particular behavior triggers within the person's mind. External activities trigger brain chemistry. For example, according to pleasure researchers, making money and using cocaine both trigger the same part of the human brain. Self-Interest: People always act in a manner that they perceive to be in their own best interest. How is that principle relevant here? . |

. Problem One -- The Morality Police Since neither regulation nor traditional behavior modification are problem-solvers, the question is, Are there any other alternatives? Does history give us any clues? Perhaps we can get some hints about marijuana prohibition from the era of alcohol prohibition. From January 16, 1920 until March 22, 1933, selling alcohol was illegal by federal law (the 18th amendment to the U.S. Constitution). During that time alcohol-related crime (crime that did not exist before 1920) soared into frightening heights. You may recall hearing about or seeing films about bootlegging, machinegun-toting gangsters like Al Capone. During prohibition, the price of alcohol increased dramatically. When the legal sale of alcohol ended, with it went 500 million dollars in lost government tax revenue. (500 million in today's measure of a dollars net worth is equal to a loss of several billion dollars.) The taxpayers were also burdened with paying for the ever-increasing cost of prohibition enforcement. During the alcohol prohibition era, alcohol consumption actually increased. After March of 1933, alcohol-related crime dropped to all but nothing. In looking back at alcohol-prohibition, the question to ask is where was the problem? Was alcohol the problem? As an analogy one might ask, "Is food the cause of overeating." It doesn't take Einstein or Sherlock Holmes to figure out where the problem was. Alcohol was not the problem. Prohibition was the problem! Attempting to legislate morality was the problem. The problem was attempting to apply the rules of public safety to private, personal behavior. You've probably heard the statement, "Those who fail to learn form history are doomed to repeat it." Well, guess what. With regard to prohibition, We've failed to learn from history! This time, we've failed big time! . Problem Two -- Profits at Any Price! What's at the Heart of Solving this Problem?
The Answer Is By using an updated and revised version of the traditional non-profit foundations independently and by partnering a revised form of a non-profit foundation with existing, profit-oriented corporations, the nation's entire economic structure can be rebuilt in a matter of months. Here's an example: How to End the Home Foreclosure Crisis. Here's a second example: How to end the Health Insurance Premium Crisis. The partnering of foundations with corporations can and will eliminate huge conflicts of interest in the financial industry and in other industries as well. It can and will end exploitation of our natural resources for the sake of making a profit. In profit making corporations it can and will place employees (including management) customers, and the environment on an equal footing with making a profit. Problem Three -- The Money Addicts The solutions are Readily Available: Regarding the solutions to several major social, political, and financial problems, on our websites, we've explained (in considerable detail) what to do. We also explained (in considerable detail) how to do it. We invited hundreds of intelligent, well-informed people to examine our proposals and to inform us of errors, omissions, false statements, or any other problems. which would make our programs non-functional. To date, we have received a total of zero challenges to the functionality and the workability of our programs. So Where's the Problem? Why isn't the non-profit foundation solution being applied to the problems that this approach can and will rather quickly and easily solve? The problem is not in what to do or in how to do it, its in getting those who can make a difference to actually do what is required. So why aren't they making these changes? The Addiction to Making Money: Unfortunately, most of those in positions of power are addicted to making money. (Are you aware the making money and using heroin both stimulate the same portion of the human brain?) Just like a heroin addict, the addiction to making money prevents a money addict from making sound, rational decisions. Feeding their addiction overpowers anything and everything else. Because their addiction is not to a chemical compound, it's not yet recognized as an addiction, but the behavior patterns follow the same path to self-destruction. The path is: Feed the addiction again today and ignore the inevitable disaster that is sure to come by continuing the current behavior. There are countless examples of this behavior by people who were already very wealthy and who in spite of their wealth were obsessed with making more money. The corporate executives responsible for the Enron scandal are a recent example of a financial disaster caused by money-addicts. Bernie Madoff is an even more recent example of a money-addict in action. The AIG corporate leaders and the other people behind the huge multi-corporation, financial rip-off that triggered the 2008 financial crisis are a third example. When you examine history, you find literally hundreds of people whose behavior fits the patterns of a money addict. Right now, today, this addiction dominates the corporate world and shows up in the form of "Short-Term Profits at Any Price." . |

. The "silver bullet" is a symbolic way a saying "Here's a single solution to several problems all packed neatly into one small but powerful solution." Well, outside of fiction stories and fairytales, there really isn't any such thing as a silver bullet. However, the medical-marijuana, access-assistance foundation, is the closest thing we've ever found that comes even close to being a single solution to several problems all packed neatly into one small but powerful solution. Actually, in and of itself, it's not the solution. It's a tangible, doable, measurable project that strikes at the Achilles heal of The Powers That Be. This brings us to the age-old question, "If regulatory agencies don't work, (if they don't produce the publically stated intention) then why are we still using them in the exact same form and structure that doesn't work? The answer is that The Powers That Be use them to give the public the illusion that they, the public, are being protected from crooks, criminals, and sleaze balls. In reality, the con-artists have simply set up another illusion by which to control the public and milk the people for more money. When you examine the concept of government regulation in the context of American political history, you'll discover that every government agency that has ever came into existence has, sooner or later, been dominated, controlled and/or literally taken over by the people it was originally intended to regulate. To my knowledge, in American history, there has never been even one single exception to this process of shifting control to those being regulated. The Regulatory agencies may have worked, at least to a minor degree, when they were originally set up, but the historical evidence shows us that those who were supposed to be regulated began funneling money, directly and/or indirectly to or toward the politicians what oversee the agencies and write the rules. In every agency, it has been only a matter of time before those who were supposed to be regulated were writing the rules that the so-called regulatory agencies passed into law. When people complained, a company spokesperson would sound apologetic and say something like this: "We're really sorry. There's nothing we can do. We are required to charge you this fee by ____ regulatory agency. Please don't blame us. We'd like to help, but our hands are tied. We're just following the rules. Here's another example of the corporate con game. Years ago in California, there was a plethora of complaints that the insurance industry was discriminating against drivers because of where they live, charging considerable more for those living in particular areas. Our wonderful politicians solved this problem by making it illegal for insurance companies to base their rates on where the driver lives. Problem solved. Right! Guess again. The insurance companies now base their rates on "where the car is garaged." But don't blame the insurance agencies. They're just following the rules. .
Wouldn't it be simple if money were the only tool of control that the con artists use. Here are two, much more sinister tools -- bribery and blackmail. Hidden Bribery: (money for political favors): Did you ever wonder how politicians just happen to fall into sweetheart business deals in which they make tons of money, or how former politicians end up working (at million-dollar salaries) for the companies that they, as former politicians, used to regulate? There are almost always one of more degrees of separation between the votes and the payoffs so that the connections are not seen for what they are and to avoid public protests. Blackmail: John Dean, former Whitehouse insider in Richard (I'm not a crook) Nixon's presidential administration gave us a first-hand account of sexual blackmail According to Dean, Gordon Liddy and others on Nixon's dirty tricks team, were planning to set up politicians with prostitutes and film the event. They could then go to the politician and say, "Do as we say, vote as we tell you to vote or we'll expose your escapade with a hooker and destroy both your marriage and your career." When Dean complained about this activity, he was simply left out of the loop, so he never knew if Nixon and his cronies actually did this. But you can bet your life that this has happened time and again on the political scene. A More Subtle Con Artist Set Up: The con artists are clever enough to think of more subtle ways to use the extramarital sex racket to control politicians and others in positions of power. Sex outside of marriage is a normal human practice. Outside of the person's private life, this is usual nothing to even mention. However, with politicians and others in positions of power, this can be a make of break issue. Politicians are frequently caught up in extra-marital affairs. Did you ever wonder how those affairs got started? Were they all natural, spontaneous happenings that grew out of a chance meeting or out of a work related connection? Or were there instances where the women were hired to set up these affairs? Considering the behavior patterns of The Powers That Be, you can safely conclude that some of them were con-artist setups. . |
